There are only 2 tabs in Question Bowl which allow you set Question Play Rules. (Team Round and Toss Up Round)

For the Team Round tab, you are only able to set the Starting Team to Random or Specify:

For the Toss Up Round tab, you are only able to select the option Bonus Questions Open for Ring-In If Controlling Team Answers Incorrectly:
